The bachelor thesis is dealing with small-scale public contracts of building works. It is examining the methods of instructions and contender's evaluation of specific public contract. Firstly the work describes theoretical part of public contracts, their division, terms and definitions, that reader was informed in the second part of bachelor thesis. This one is examining specific public contract. There is also evaluated method of instruction used evaluation criteria and next is designed own method of instruction and evaluation criteria. The result of the practical part is comparison of methods of instructions specific public contract of building works.
Management of small public tender with focus on price

The purpose of this Master’s thesis is to propose a procedure for the management of small-scale public construction contracts for municipalities. The procedure is designed based on information obtained from an analysis of the development of the existence and quality of internal regulations, an analysis of the development of information openness and in particular, a questionnaire completed amongst the mayors of municipalities. The resulting procedure for the awarding of small-scale public construction contracts is divided into three categories according to the expected value of the public contract. For each category, the number of suppliers contacted, the address of the suppliers, the decision-making entity and the bid evaluation process are set out in such a way that small municipalities can use this procedure as an internal rule for small-scale public construction contracts.

Public procurement below the lowest threshold This thesis describes and analyses the legal regulations and practice in the Czech public procurement below the lowest threshold. In particular, it focuses on the principles governing the procedures, i.e. transparency, proportionality, equality and non-discrimination. The first chapter deals with the purpose of the Czech Public Procurement Act, the concept and development of the legal regulation of public procurement below the lowest threshold emphasising the financial limits of the contract's value, which separates these public contracts from other procedures. The second chapter deals with the principles that apply to public procurement which represent the source for the regulation of public procurement below the lowest threshold. The law does not define their precise meaning, leaving it to the case law, decisions of the public authorities and opinions of the experts. These principles are necessarily conncected to the principles of financial management known as the 3E. The third chapter focuses on the procedure of contracting authorities during the public procurement. Tento článek pojednává o struktuře veřejných zakázek a hlavním cílem zmíněného článku je klasifikovat veřejné zakázky v České republice tak, aby bylo možné založit konkrétní výzkum v rámci disertační práce. Veřejné zakázky se člení jednak podle předmětu plnění na veřejné zakázky na dodávky, veřejné zakázky na služby a veřejné zakázky na stavební práce, tak podle předpokládané hodnoty. Rozlišujeme veřejné zakázky malého rozsahu, podlimitní veřejné zakázky a nadlimitní veřejné zakázky.

The small-scale public contracts and their legal regulations in the Czech republic

The small-scale public contracts and their legal regulations in the Czech republic The goal of this thesis is to make a brief characteristics of a legal insitut of the small- scale public contracts and its legal regulations in the Czech republic with regard to international law and law of the European Union. The tesis in their openning chapters approaches and explains a term and importance of the small-scale public contracts as applicable law recognizes them recently, whereas does not omit an importance of historical consequences of recent law with rules of the times of the Austria-Hungary. Then this thesis deals with the rules of public procurement in the form of the small-scale public contracts according to the legislation which was contained in a code No. 199/1994 C.l., of commission of public contracts and in a code No. 40/2004 C.l., of public contracts. The thesis analyses modern internal legislation - a code No. 137/2006 C.l., of public contracts and gives a focus on the changes which should be brought by the approval of the last amandement of this act by the Chamber of Deputies of the Czech republic and emphasises an effect of these changes on the small-scale public contracts. Tender for services supplier in public sector

Bachelor thesis deals with rating of the process of a tender named: Creative processing and production of information campaign with the project Basic Registers. Theoretical section is focused on problems in the procurement and lead to the necessary information for the practical section of the thesis. Key element of the practical section is an evaluation of theoretical and real progress of selection of a compromise variant, which is analysed in six levels. The theoretical evaluation points out to targets to which contracting authority should point to. Real assessment is focused to real tender documentation with point and verbal evaluation of offers. In this part it points out to the potential improvement of the tender dossier. These suggestions of improvement are discussed further in the analysis of verbal evaluation of offers. Actual and theoretical results were compared and evaluated.

Regulation of small-sized contracts in operational programs

The bachelor thesis is focused on the procurement of small-sized contracts from operational programs. At the same time it outlines the framework of topical operational programs and explains the mechanism of drawing financial resources from funds for the 2007-2013 program period. The thesis contains a thorough analysis of the "Binding procedures for procuring contracts subsidized by EU funds, not falling under the application of Act no. 137/2006 Coll. on public procurement tenders in the 2007 - 2013 program period", issued by the National Coordination Authority. The analysis compares limits in individual categories, time limits for applying to tenders, required number of applicants and other aspects of the selection procedure and searches for the reasons of difference between individual operational programs according to their specialization.
